While we expect some action soon regarding several environmental regulations passed under President Biden, President Trump has taken immediate action on several climate and energy executive orders – rescinding some and issuing new orders.
The following rescinded orders were posted on January 20, 2025.
Climate and Energy Executive Orders Rescinded
Executive Order 13990 of January 20, 2021 (Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis).
Executive Order 14008 of January 27, 2021 (Tackling the Climate Crisis at Home and Abroad).
Executive Order 14030 of May 20, 2021 (Climate-Related Financial Risk).
Executive Order 14057 of December 8, 2021 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability).
Executive Order 14082 of September 12, 2022 (Implementation of the Energy and Infrastructure Provisions of the Inflation Reduction Act of 2022).
The Presidential Memorandum of January 6, 2025 (Withdrawal of Certain Areas of the United States Outer Continental Shelf from Oil or Natural Gas Leasing).

Presumptive EPA Administrator on Climate and PFAS
At the time that we are writing this blog, Lee Zeldin appears to be on a glide path for approval as the new Environmental Protection Agency (EPA) Administrator. Zeldin has previously stated that he believes climate change is real. He also said in his Senate Confirmation Hearing that he believes Americans deserve a clean environment “without suffocating the economy” (PBS).
As reported by E&E News, “As a Republican representing a Long Island, New York, congressional district between 2015 and 2023, Lee Zeldin voted twice in favor of legislation that would limit per- and polyfluoroalkyl substances in drinking water and put polluters on the hook for cleanup under the federal Superfund program.”
The interim EPA Administrator is James Payne.
In the coming days and weeks, the regulated community will be watching to see what happens with some of the more significant environmental regulations that have been passed under the Biden Administration, including regulation of per- and polyfluoroalkyl substances. As the new administration works out the details and moves toward confirming its nominees, several environmental regulatory deadlines are approaching.
